Maonah Association welcomes the publication of an international report from the United Nations Human Rights Committee proving the corruption and the inability of the Yemeni judiciary that is currently ineffective, and considers it a strong indicator for the impending release of a UN resolution by the Council of Human Rights to open international investigations in all the crimes of terrorism and gross violations of human rights because of the inability of the Yemeni judiciary now and lack of seriousness of the Yemeni government in the implementation of international legitimacy resolutions, so that criminals and those who stand behind them with do not get impunity.

The Maonah Association for Human Rights welcomed in a press release today: the issuance of an international report from the Commission on Human Rights in the United Nations in New York in the Hundred and Fourth Session held on 12 - March 30 / March 2012 - New York, to consider the reports submitted by States parties under article 40 of the International Covenant on Civil and Political Rights, commenting on the fifth periodic report submitted by Yemen, in which the recommendation "17" of the report on the Yemeni judiciary included as saying the following "The Committee is concerned about the situation of the judiciary, which suffers from endemic corruption ..., as provided for in paragraph 18 - The Committee is concerned because of the lack of an independent judiciary and effective impact of the increase in imbalances in the prison system. The Committee is particularly concerned about the overcrowding in detention centers, and lack of control mechanisms for monitoring places of detention, and lack of supervision on the number of persons deprived of their liberty ...., as provided for in paragraph 24 - the Committee has received disturbing reports about acts of violence committed by non-governmental actors during the protracted conflict, as well as during the Last turmoil for 2011 The Committee is also concerned about identical reports proving the presence of the private detention centers managed by the heads of tribes or groups of opposition, and about the use of child soldiers by non-governmental actors (Articles 2, 6, 7, 9, 10 and 24) and the State party should, in their efforts to restore law and order, to determine all the places that may be of imprisonment for individuals or where they are treated contrary to the provisions of the Covenant. The State party should conduct a full and comprehensive investigation into the killings, arrests and detention, torture and ill-treatment by non-governmental actors and to initiate criminal proceedings and punish those responsible. The State should take all measures within its authority to ensure that the use of or training or arming of any person under the age of 18 to be a warrior ... etc ".
The statement on Wednesday, July 18, 2012 said : The Maonah Association welcomes the publication of this UN report on this date and at the same time it considers it a internationalist strong response with their repeated appeals for the need to open international investigations in all the crimes of terrorism and gross violations of human rights because of the inability of the Yemeni judiciary now and lack of seriousness of the Yemeni government in implementing the international legitimacy resolutions, and so that the criminals do not escape from punishment, - Maonah - also considered The content of the report as a strong indicator of an impending release of a UN resolution from the Human Rights Council at its next session in Geneva, for the establishment of the international investigations in Yemen, a demand had previously adopted by the Association and with it most of the Yemeni human rights organizations, and that this is the reason that made it and its partners to build a public campaign to collect one million Yemeni signature to create a special international tribunal for crimes of terrorism that took place in Yemen during the last period.

The statement added: It is worth mentioning that the President of the Association who has previously met with the delegation of the Commission on Human Rights, who visited Yemen last month to assess the situation in Yemen, and handed over to the delegation, detailed monitoring reports of human rights for violations of human rights in Yemen during the past period, and it includes accurate monitoring and documenting of terrorist crimes and gross and systematic violations of human rights and international humanitarian law that occurred in Yemen since the early 2011 till now. He also discussed with the delegation, the merits of the Association request of the Human Rights Council in Geneva at its next session in September 2012 for the need to issue a resolution to open international investigations in all the crimes of terrorism and gross human rights violations that took place in Yemen, and the implementation of the past resolutions and recommendations of the Council of United Nations human rights and which has not been implemented so far, in fact, despite the repeated commitment of the Government of Yemen to do so, the President of the Association has clarified and explained the state of paralysis and disability of the local Yemeni judiciary which currently unable to open investigations or bring justice for the victims and the causes are many and varied, which led to an increase of terrorist offenses in Yemen as a result of the escape of terrorists and their accomplices from punishment.

The statement concluded: that the Association reiterates its appeal to the delegation of the High Commissioner for Human Rights, who visited Yemen recently to take the merits of this report into account when he or his next report to the Human Rights Council at its next session to adopt a resolution to open international investigations in all the crimes of terrorism and gross violations of human rights that occurred in Yemen and the implementation of the international legitimacy resolutions and in accordance with the reports of international bodies and most recently the report on Yemen, in order to save Yemen and the world from the threat of international, multi-national and cross-border terrorism, which has almost controlled Yemen and threatens international peace and security in the absence and the inability of the national judiciary for justice for the victims and the position of international spectators only negative statements of condemnation and denunciation which Yemenis have had enough of.
