Subject: On the eve of the first anniversary of the worst international terrorist crime, an international human rights organization filed its complaint (for the third time in a year) to the Prosecutor of the International Criminal Court in The Hague. Order for a comprehensive international investigation into the assassination of former Yemeni President Ali Abdullah Saleh and the killing of thousands of civilians in Sana'a by the Houthi gang and with the support of the governments of Iran and Qatar are all war crimes, crimes against humanity and terrorist crimes in Yemen.


We provide you with a report on the above subject based on the following facts, 
evidence and requests: 
1. On 4 December 2017, the Houthis armed group, backed by the Governments of Iran 
and Qatar, carried out the assassination of former Yemeni President Ali Abdullah Saleh at his home in the Yemeni city of Sana’a before hundreds of his party leaders, the gang admitted in media statements that it committed the crime, according to its version of the 
execution of Saleh and his colleagues on the ground and the representation of their 
bodies and his family and celebrated it. 
2. On 5 December, the Houthis, Iran and Qatar celebrated the killing of President Saleh by public celebrations and celebrations to mark the crime on the road to Sana’a airport and in the media of the two countries, Iran and Qatar. 
3. It is worth mentioning that the celebration of the Houthi militias in Iran for the crime of execution of President Saleh and more than 1200 of his colleagues in the leadership of the General People's Congress Party, represents the most heinous terrorist act with a defiance of all laws and religious values and humanity, by the leader of the Houthi Abdul Malek al-Houthi.The Islamic religion values and literature in inciting its fighters to commit 
this heinous terrorist crime;and to regard it as a kind of jihad for God, which will lead 
them to heaven, according to his provocative sermon the night before.The Iranian president also supported the Houthis for this crime.This is evidence that Iran is behind 
the commission of this crime.
4. The crime of the execution of President Saleh and hundreds of leaders of the Popular Congress Party as civilians, and the bombing of their homes and the representation of their bodies by the Houthi militias with the support of Iran and Qatar, and celebrating this crime, is one of the worst crimes of terrorism and extremism.These acts are serious violations of the laws that, when committed with criminal intent, such as the 
execution of civilians or enemy combatants after arrest or surrender, the bodies of the dead are considered war crimes.Anyone who commits, orders, assists or bears responsibility for leadership during war crimes may be prosecuted before domestic and/or international courts.Commanders are responsible for war crimes committed by 
their subordinates if they are aware of these crimes or should have been aware of them and have not taken the necessary action to prevent them or bring them to trial. 
5. According to the accompanying evidence, the Houthi leadership carried out this crime with funding from Qatar and under instructions from Iran, abiding by.Through the evidence, documented by the association, the Houthis gang did not deal with the serious violations committed by their militias against President Saleh and his civilian colleagues in Sana’a, which they control militarily, and have not even held those involved as supposedly under their presumed laws.We even saw it publicly to celebrate the genocide of President Saleh and his companions in their homes, to present their bodies and celebrate the crime.This is enough reason to show their ruthlessness and provide the right of criminal prosecution against them to participate in the crimes of terrorism and war. 
6. On 2 December 2017, the Houthi militia attacked the Yemen Today Channel of the 
General People's Congress (GPC) in the south of the capital Sana'a.It seized control of the arms and prevented them from broadcasting.And arrested 52 journalists and staff working with them.As these journalists are civilians, as mentioned above, they can only be targeted if they take a direct part in hostilities.Journalists can be subject to legitimate restrictions on rights such as the right to freedom of expression or freedom of movement, provided, as they are imposed by law and the necessary extent to deal with the status quo.But they can not be targeted with arrest, detention or any other form of 
punishment or abuse simply because they do their journalistic work. 
7. All reports of international and local human rights organizations issued by Yemen during this period confirm that the Houthis group has recruited thousands of Yemeni children against their opponents and used them as human shields.The Houthi gangs break into schools and orphanages to take children by force with arms and send them to the front lines.Perpetrated by the Houthis against the children of Yemen, that are
exposed to imminent danger.(The United Nations officially placed Houthi on the
blacklist on violators of children's rights in armed conflict in Yemen). 
8. On 11 December 2017, we sent a communication to you regarding the above crimes, but we have not yet received any formal reply from your office to our complaint without any legal justification. 
Finally, we ask you to open a thorough investigation into all the crimes of terrorism, war and genocide committed by the Houthis against the former Yemeni President Ali Abdullah Saleh and his associates, with the support of Iran and Qatar for war crimes, crimes against humanity and terrorists and participation in Yemen.
