Subject of the complaint and its details:
- On Wednesday, 18 - April -2012 the media outlets of the complained against party in Yemen, speaking in its name " Mareb Press news site, Aden Online news site, Yemen Press news" They all launched an racist, fierce and systematic media attack campaign and reached the limit of defamation and sectarian inciting against journalist Yahya Al-Arasy who is the press secretary of the Yemeni President Abd Rabo Mansour Hadi - where the accused and the media complained against party the "sense of belonging to a the upper Shiite" as well as (belonging to the Houthi community ) and "to implicate the president Hadi with the international community," and on the background of news published by the official news agency of the government of Yemen, "Saba "a story about a congratulatory protocol purely sent by the Yemeni President Abd Rabo Mansour Hadi to his counterpart Syrian President Bashar al-Assad on the occasion of rejoicing evacuation, a feast celebrated by the state and the people of Syria on April 17 / April of each year, the date of the evacuation last French troops occupying the Syrian territory on April 17, 1946.

- Noteworthy is that the news turned out to be not healthy or wrong that the complained against racist media campaign directed against the above victim journalist , as well as against other members of his community that has no relationship to this published news, however, and under the pressure of the sectarianism and racism campaign about the - congratulatory news reporting – or news of congratulation - which did not go beyond words per line was deleted by the complained party later from the site of the government agency which was published by it. In fact, the above statement of the congratulate news - and assuming its health and the assumption is opposite of the truth - it is not a crime punishable by Yemeni law, but is in accordance with plain protocols not only an official tradition that has no link to personal relationship aspect and far from intimate convictions and beliefs of individuals and the occupants of the top job. But the fact that this racism crime, has revealed the methodology error of the Islah Party the complained against, and conviction of racism that generate hatred and pricing wars and sectarian battles of racism on the other hand has shown again and in the process of "scandalous" that the leaders and the complained against Party media has committed crimes of sectarian discrimination and racist systematically against minorities and communities, which will lead to the dismemberment of the unity of religious and social Yemeni society and thus lead to exposing the security and stability and the unity of Yemen to the risk of civil and sectarian strife and what gains on that threat to the security and international peace and regional levels through the continuation of the complained against party in the use of sectarian and religious racism and to devote the language of the incriminating letter and demonization of the other different opinions to ideologically or politically, in a letter charged with inciting hatred and tendencies exclusionary heritage - in theory and practice, and the evidence on the health of our complaints that the leadership of the complained against party had refused - and still refuses so far despite the claim of civil organizations to do so - refused to make public apology for sectarian incitement that cause serious damage to the victim and the children of his community above and all the sons of Yemen in general and falsely in this case and without any evidence as explained.

2 - On the evening of Sunday 15/04/2012 Mr. Abdullah Satar, guidance and mobilization of religion official in the Islah Party complained against it - and member of the senior leadership of the party - and during a live television broadcast by Yemen official channel (Al Shaab) made inciting racial charges against the symbols and members of a large segment of Yemeni society (Zaydi) and the so-called Houthi movement and that sectarian accusations are not unfounded, as claimed by Mr. Satar through this program that Mr. Abdul-Malik Badr "Houthi leader in Yemen," forcing people to kiss his feet, and that the followers of this sect throwing the mother of believers Aisha may Allah be pleased about "adultery" to religious distortion and abuse, which was denied by a Shi'ite out of hand, and Houthi group said after that they filed a report and complaint to the Attorney General of Yemen through the lawyers against Mr. Abdullah Satar, senior leader in the Islah Party and officials of Yemen channel who relayed those false abuses. The Houthis complaint also included the accused party and Mr. Sater and other members of the official channel of "crimes of incitement to sectarian discrimination and racial right of Yemeni society and work to inciting sectarianism and racism and inspire the spirit of discord and division between its members and the interest dissemination of false enticing and threaten large segment of the sons of the homeland "in their words.

3 - It is worth mentioning that the reason we introduced the complaint to you for verification is that we are fully convinced that the Yemeni judiciary - and with our respect for it. - is currently paralyzed and almost non-existent, and can not provide justice for victims and justice at the present time, particularly in the major and serious crimes and for many reasons: the most important is negative influence of the political crisis experienced by Yemen in 2011.

4 - And where you rapporteurs are concerned with the protection and application of the Declaration on the forms of racism, racial discrimination, xenophobia, we present our complaints to you under the conditions of the country blocking to make it up and the lack of means of protection and remedies, you know, that the Yemen file perspective every 60 days, and with continuous methodology for the implementation of Resolution 2014 issued by the security Council and the supervise its application by the United Nations that we found you on the first for the protection of human rights relating to practices of racial discrimination and the dissemination of a culture of hatred and militancy and therefore we have to condemn all forms of discrimination practice in Yemen and from any parties found and warned in the statements of condemnation to the seriousness of the behaviors and preacher practices of discrimination and a culture of hatred between the citizens, and to enhance the protection of the rights of minorities and anti-discrimination and also put the complaint before you to work to protect civil rights, belonging and freedom of expression and ensure participation in the civil service to all people without discrimination or diminution or disrespect

Based on what we have said of the rationale we ask from you the following:
1. Open an urgent international investigation against the leaders of the complained against party and prosecute all discriminatory practices and actions of hatred, religious racism committed by the complained against Party, against the above victims. Which lead to the break up of society and caused conflicts and turning to violence, and to alert the Government of Yemen to the need for urgent action against the party and its leaders and violation methodology of international and domestic law, and the seriousness of continuing to achieve political gains at the expense of human rights abuses and practices of discrimination and persecution, hatred, religious, sectarian and contempt for minorities and a culture of hatred and violence

2. Directing an urgent message to the President and the Yemeni government, to take urgent measures to protect religious minorities and especially the victims. and ensure the rights of Yemeni citizens to equal participation in public office and without derogation or contempt because of religious affiliation or creed or ethnicity.

3. We invite you to send a message to the Yemeni government as request for your visit to Yemen soon to see the religious radical speech calling for hate and discrimination because of religious affiliation, religious, ethnic and variously pursued by this party and led to the outbreak of all armed conflicts earlier in Yemen. Which violated all the rights and especially the right to life of the same human and we will be by your side as non-governmental organization to overcome all the difficulties and the provision of information to ask that, and we will support your request for the visit to see for yourself the size of those discriminatory practices and hate sectarian systemic speech led by those religiously and ideologically Puritans in the leadership of the above complained against party and others, putting Yemen and its unity, security and stability in the risk of the collapse of the peace and raises social chaos, violence and overthrow their human rights.
