Maonah considered the discussion of the Council of Ministers on the transitional justice Law as premature, and not within its purview and considered it to circumvent the Presidential Mosque crime and support for terrorists, as the Association welcomes the initiation of the public prosecution to investigate the issue of Iman-University Mosque and considers it a positive step, and condemns the killing of Yemeni citizen Fahad Al-Qasa by a U.S. aircraft as a murder outside the framework of law and flagrant violation of the sovereignty of Yemen, and calls for the establishment of a special international tribunal to terrorism in Yemen.

The Maonah Association for Human Rights and Migration welcomed in a press release today: what it called the decision of the attorney of public funds to initiate the investigation in the case of the disbursement for the amount of two hundred million from public funds without right to the Hada institution for contracting for building a Mosque at the Iman University and the Association considered the Public Prosecution's decision to investigate and the freeze amount disbursement as a positive step, legal and commendable, even if it was delayed as response to the appeals lawyer Nazih Al-Emad assigned to the case and some other organizations in this regard.

On the other hand the Association was amazed from what it says: the decision of the Council of Ministers in its meeting held today [08 / May / 2012] to discuss and prepare a draft transitional justice law and national reconciliation ... etc., and the Association considered to discuss the law now is illegal and is not for the Council of Ministers, but aims to serve the terrorists and their allies, especially traders who are involved in the crime of terrorist attack on the presidency mosque and serve those involved in it, and this is premature and is considered as providing the cart before the horse, where it is a rape by the Council of Ministers to the terms of reference and powers of the national dialogue conference "exclusive jurisdiction owner of this "and therefore, any discussion or approval of this law before the next national dialogue conference is a clear violation of the provisions of the Gulf initiative and its Executive Mechanism and the resolutions of the UN Security Council, which limited the jurisdiction in the discussion and adoption of the laws of transitional justice and national reconciliation to the next national dialogue, let alone that the Council of Ministers has no right to do the terms of reference for others, and if not, what the benefit of holding a next dialogue conference, and the Association advise the Council of Ministers full-time to discuss and resolve concerns and daily problems of Yemeni citizens and other necessary such as the provision of electricity, water and fuel and to achieve the missing security and stability and so on ... instead of the attack on the terms of reference that entities other. On the other hand, the Association in a statement issued today condemned what it described as the assassination of a Yemeni citizen Fahd Mohammed Al-Qasa’a leader of the al-Qaeda, by a U.S. aircraft, and without any trial, and the Association considered that the U.S. authorities by this shelling commits the offense of "violating the sovereignty of Yemen and the commission of murders outside the law or the lives of citizens are wanted go outside legal frameworks.”

The Association statement concluded by saying: It remind the international community to its repeated request for the establishment of a special international tribunal to terrorism in Yemen, and thus the pursuit of terrorists and their associates in accordance with international law and not to kill Yemeni citizens without any trial, as is happening in this crime and its predecessors because of the continuing violation of the sovereignty of Yemen especially in light of the deficits of the Yemeni government and its paralyzed judiciary from doing this task now.
