The issuance of the first UN resolution to open a judicial investigation for the most heinous international "terrorist" crimes that have taken place in Yemen during the crisis and the Maonah Association welcomes the issuance of this historic decision of the Human Rights Council and it considers it as an internationalist strong response with its repeated appeals. In addition, that the terrorist attack crime on the presidential mosque will be the first crimes to be viewed internationally in the implementation of this resolution.

The Maonah Association for Human Rights welcomed in a press release today: the issuance of the report of the High Commissioner for Human Rights on Yemen, who visited Yemen from 20 to 27 December 2011 AD, which approved all the recommendations in the (19) session for the Council of the UN Human Rights in Geneva on March 21, 2012 m, where the recommendation stated - b - from the following: "to promote an open international transparent investigations in the most heinous "terrorist " crimes , which resulted in heavy losses of lives and property during the crisis that occurred in Yemen," these recommendations were adopted at a meeting of the human Rights Council by international consensus unrivaled in global recognition and response with the appeals and campaigns of local organizations recurring deficit of Yemeni judiciary for combating terrorism crimes and the need to open an international and domestic special joint investigations into terrorist offenses and crimes in Yemen, which was adopted by the association and most of the Yemeni organizations that attended this session in Geneva.

The Maonah Association highly values the response of the international community with it through the issuance of this courageous decision and it also praise the commitment of the Yemeni government to implement this resolution and other international resolutions, and that is evidence of the pursuit of the Yemeni government to promote and protect human rights and counter-terrorism crimes with international support and abide by the international legitimacy resolutions and relevant UN resolutions, and the pursuit of a vigorous pace in order to preserve the unity, security and stability of Yemen as stated in those decisions.

On this occasion, the Association renewed its welcome to the response of the Government of the Republic of Yemen to the decision of the Commission and its commitment to implementing the recommendations contained in the report of the High Commissioner for Human Rights on Yemen, issued on this session, which is the most important of open an international, independent and transparent investigations in the horrible "terrorism" crimes that occurred during the crisis, and certainly the crime of terrorist attack on the presidential mosque will be the first crimes to be considered internationally in the implementation of this UN resolution because it is the first crime described by the international community in its Resolution 2014 as a terrorist crime that occurred in Yemen, not to mention that the Yemeni judiciary has become impotent and paralyzed now for its own reasons of which many had been previously clarified by the report of the Commission and we have already in the Association and other organizations put it forward in our previous statements in this regard.

At the end of the statement the Association appealed to all Yemenis, particularly victims of terrorist crimes and on top of victims of the terrorist attack crime on the presidency mosque, to welcome this important international decision , and to speed the demand on the international community to compel the government of Yemen to the implementation of this binding resolution and communicate with the the Association through its addresses for the joint coordination with the High Commissioner for Human rights at the United Nations for an understanding on the mechanisms and the time of implementation of this international resolution that is binding the Yemeni government, which will ensure that all victims of terrorism get the real effective justice through an open international transparent investigations in the terrorism crimes and the most heinous that took place in Yemen, which will inevitably lead to prosecution and trial all the terrorists and their partners locally and internationally through a special international tribunal in Yemen and ensuring that the terrorists, criminals and their associates do not escape from the punishment they deserve, and under the international legitimacy resolutions.
